Texas Begins MVSF Licensing Transition to NMLS
The Texas Office of Consumer Credit Commissioner (OCCC) has begun transitioning Motor Vehicle Sales Finance (MVSF) licensing to the Nationwide Multistate Licensing System (NMLS), effective May 1, 2026, for new applicants. Existing licensees will migrate to NMLS at a later date, with transition applications expected to be available summer 2026.
New applicants must now submit all MVSF license applications through NMLS. ALECS is no longer available for new applications. See the full Agency update here.
Key Updates:
- New applications: Submit through NMLS; applicants without an account must first gather IRS documentation matching the entity's legal name and FEIN exactly before creating an account
- Company vs. branch structure: The first license under an entity is issued as a Company License, with additional locations licensed as Branch Licenses; a Company License must be approved before any Branch Licenses are issued
- Other Trade Names (OTNs): DBAs are now classified as OTNs; the first trade name at the company or branch level requires no separate license, but each additional trade name requires an OTN license per location
- License transfers: The transfer process has changed; businesses transferring a license must now apply for a new license through NMLS, with supporting documentation uploaded to the MU1 Document Upload section; see the OCCC MVSF licensing page for file naming requirements and checklist links
- Existing licensees: Transition details are forthcoming; licensees should ensure contact information in ALECS is current and monitor email for further instructions
