Bank Chartering
Securing a bank charter is one of the most complex and rigorous undertakings in the financial services industry. A successful application requires deep strategic, financial, and operational planning to meet the high standards set by federal and state regulators. FS Vector is a trusted partner that fintech innovators and established nonbank firms rely on to navigate the chartering journey with confidence.
Our team knows the chartering process inside and out, having successfully supported applications for a wide range of institutions, including national trust bank, state trust company, industrial loan company (ILC), Georgia MALPB, and other novel bank charters. We combine deep expertise in fintech product launches and embedded banking with an integrated team that builds the crucial policy profile needed in Washington DC - we know what it takes to build a modern bank that regulators will approve.
Phase 1: Exploration & Strategy
This foundational phase builds the strategic case for the charter. We conduct a choice-of charter analysis to weigh your options against business goals and constraints, regulatory hurdles, and market realities. We then develop an actionable roadmap outlining the proposed operating model and financial viability, preparing for internal decisions and initial exploratory discussions with regulators.
Phase 2: Preparation & Application
With the strategy set, we build the formal application. Our team takes the lead in drafting the core components: the comprehensive Business Plan and detailed financial projections. We also develop the key elements of your proposed Governance, Risk, and Compliance (GRC) Framework, including committee charters and critical policies needed to meet regulatory expectations. We also assist in preparing for regulatory meetings, and sourcing qualified directors and management.
Phase 3: Post-Filing Support
After filing, our support continues through the entire regulatory review. We help respond to supplemental information requests and prepare for field investigations and pre-opening exams. Crucially, we help to operationalize the business plan and GRC framework to ensure Day 1 readiness.
