Virginia – Virtual Currency Kiosk Licensing

The Virginia State Corporation Commission enacted new licensing requirements for virtual currency kiosk operators under the recently signed virtual currency kiosk bill, effective July 1, 2026. The law applies to any person or entity operating a virtual currency kiosk in Virginia.

Operators must obtain a license from the State Corporation Commission prior to operating any virtual currency kiosk in the state.

  • License required to operate virtual currency kiosks in Virginia
  • Annual and quarterly reporting obligations
  • Specific disclosures must be provided to users at the point of transaction
  • Operators must take reasonable steps to prevent fraud and money laundering
  • Daily and monthly transaction limits are capped for consumer protection
  • Transaction fees may not exceed 18% of the transaction value
