Victoria Baptiste

Victoria is a Principal in FS Vector’s Advisory practice, where she supports firms pursuing national and state bank charters, trust charters, industrial loan company charters, and other emerging chartering pathways. She supports clients across the chartering lifecycle: choice-of-charter analysis, regulatory engagement strategy, business plan development, governance and compliance framework design, and application drafting and defense. Her client base includes, among others, payments companies, digital asset firms, and stablecoin issuers. She also supports fintechs as they establish and maintain bank partnerships.

Prior to joining FS Vector, Victoria was a Principal at Promontory Financial Group, where she developed agentic AI use cases for regulatory compliance and advised financial institutions on ILC charter applications, de novo bank strategy, Community Reinvestment Act strategic planning, consumer compliance, fair lending, and regulatory remediation. Earlier in her career, she interned with the SEC and CFTC.

Victoria earned a J.D. from Howard University School of Law and an A.B. in History from Princeton University. She is admitted to the D.C. Bar.
