
Megan Hannigan
Megan will support FS Vector’s clients in developing and executing effective government engagement strategies across Congress, federal agencies, and key policymaking bodies. As a seasoned policy strategist with deep experience in financial services, banking regulation, payments, and emerging financial technologies, her addition further enhances the trusted public policy counsel FS Vector provides to its clients.
Megan brings more than a decade of deep policy, regulatory, and financial-services experience. She most recently served as Deputy Chief of Staff and Legislative Director to Rep. Gregory W. Meeks (D-NY), where she directed the Member’s legislative agenda with a focus on financial services, banking regulation, economic policy, capital markets, and consumer protection. Prior to her leadership roles on the Hill, Megan spent eight years at PayPal, serving as the company’s Lead Democrat for U.S. Federal Government Relations. There, she advanced the company’s priorities before Congress and federal agencies on issues including payments innovation, tax, digital assets, AML/CFT, financial inclusion, privacy, lending, and small-business empowerment. She also supported C-suite engagement with lawmakers and played a key role in several high-impact initiatives, including PayPal’s efforts related to the Paycheck Protection Program and Economic Impact Payments during the COVID-19 response.
She holds a B.A in Political Science from Miami University and holds a M.B.A. from Georgetown University McDonough School of Business
